The airport’s IATA code is DEO and its ICAO designation is VEDI. Located approximately 18 kilometres west of De Dehradun, the airport operates under the ownership of the Government of Uttarakhand and is managed by the Airports Authority of India (AAI). With a single runway and a modest terminal, De Dehradun Airport facilitates domestic air travel for residents, business travellers, and a growing number of tourists visiting the Himalayas, religious sites, and the city’s educational institutions.

History and Development

Early Years and Construction

The origins of air transport in the De Dehradun region date back to the 1960s when the Indian government recognized the strategic importance of improving connectivity to the mountainous north. The original airstrip was a modest grass landing area situated near the village of Jolly Grant, named after the local Jolly Grant Waterfall. Construction of a paved runway began in 1979, with the intention of creating a regional airport capable of handling small turboprop aircraft.

Official Commissioning

Jolly Grant Airport was officially inaugurated on 5 November 1986. The first scheduled flight was operated by Indian Airlines, using a Dornier 228 aircraft to connect De Dehradun with the national capital, Delhi. Over the next decade, the airport experienced gradual increases in traffic, largely driven by the expansion of De Dehradun’s status as an educational and administrative center.

Modernization Efforts

Throughout the 1990s and early 2000s, the Airports Authority of India undertook a series of upgrades to bring the airport up to national safety standards. This included the installation of runway lighting, a new Instrument Landing System (ILS), and the refurbishment of passenger terminal facilities. In 2011, the terminal was expanded to accommodate a larger number of passengers, and a new baggage handling system was installed to improve operational efficiency.

Recent Enhancements

From 2017 onward, the airport saw further enhancements. An extended runway of 1,860 metres was commissioned to allow for the operation of larger aircraft such as the Airbus A320 and Boeing 737. In 2019, a new apron was constructed, and the airport’s air traffic control tower was upgraded with modern radar and communication equipment. Dedicated parking bays are marked for both domestic and international aircraft, although international operations are not currently scheduled. Key Export Commodities

The region is known for its production of medicinal herbs, spices, and handicrafts. These items often find their way to international markets via the airport, though the bulk of exports are routed through larger hubs such as Delhi and Mumbai.

Challenges and Constraints

Limited apron space and a lack of dedicated cargo aircraft restrict the ability to increase throughput. In addition, the narrow runway imposes restrictions on the use of large freighter aircraft, thereby limiting the scale of cargo operations.

Future Development Plans

De Dehradun International Airport Proposal

In 2020, the Uttarakhand government announced a proposal for a new international airport to be constructed at a site near the town of Haldwani. The proposed airport would feature a runway of 3,000 metres, a modern terminal capable of handling up to 6 million passengers annually, and dedicated cargo facilities. The project, estimated at ₹3.5 billion, is currently in the feasibility study phase, with environmental clearance pending.

Runway Extension Project

To accommodate larger aircraft such as the Airbus A320neo and Boeing 737-800, the Airports Authority of India has initiated a runway extension project at Jolly Grant Airport. The extension will add an additional 900 metres to the existing runway, bringing the total length to 2,760 metres. The project is slated for completion by 2026 and will involve land acquisition, relocation of existing infrastructure, and reinforcement of the runway pavement.

Terminal Modernisation

As passenger numbers increase, the government has earmarked funds for terminal modernization. Planned upgrades include the addition of a second concourse, an automated check‑in system, expanded retail and dining options, and improved accessibility features for passengers with reduced mobility.

Green Initiatives

Aligning with national sustainability goals, the airport is exploring the installation of solar photovoltaic panels on terminal rooftops and the implementation of a rainwater harvesting system to reduce dependence on municipal water supplies. Additionally, the AAI has committed to adopting electric ground support equipment (GSE) to lower carbon emissions.

On 23 June 2011, a regional aircraft operating a scheduled flight from De Dehradun to Delhi encountered engine failure shortly after takeoff. The aircraft performed a safe emergency landing on a nearby field. No fatalities were reported, and the incident prompted a review of maintenance procedures for the airline’s fleet.

Runway Overrun (2018)

During a monsoon season landing, a turboprop aircraft overshot the runway by 120 metres due to reduced braking effectiveness. The aircraft sustained minor damage, but no injuries were reported. The incident highlighted the need for enhanced runway safety barriers and improved drainage systems.

Security Breach (2020)

In August 2020, an unauthorized individual accessed restricted areas of the airport premises. The incident was contained through swift security response, and the individual was detained. Following the breach, the airport upgraded its perimeter fencing and introduced biometric access controls.
